According to local tradition, Richard grants to bourgeois privilege to construct a building for meetings of jurats, magistrates civilians in the city. Masterpiece of civil Romanesque architecture, the building is decorated with a colonnade, tents decorated with the ground floor of the north facade. This level serves as the hall grains. The meetings are held in the Great Hall of the first floor. The revamped building is the Renaissance with mullioned windows and columns and a balcony in the south.
